The image workflow library had grown unevenly. Some drafts contained a complete Chinese guide but only a heading in English; others had a detailed English article and a placeholder translation. Those files are still useful as drafts, but putting them in the public index made the library feel inconsistent.
The publishing check now looks at both language versions before an article appears. Each side needs enough detail to explain a real task, not just a translated title and two introductory sentences. Drafts that miss the mark stay in the repository and can be completed later; they are not deleted or redirected to unrelated pages.
This change makes the visible article count smaller than the number of files on disk, which is intentional. A reader following a card from the English or Chinese blog index should land on a complete article in that language. The sitemap uses the same filtered list, so search crawlers and people see the same library.
